One of the corrupt leaders and godfathers of the electricity sector’s syndicate is Abul Kalam Azad.

Abul Kalam Azad is a retired officer of the Bangladesh Civil Service, a politician, and a former Member of Parliament. During the Awami League government, one of the main sources of corruption in the power sector was the quick rental power plants. At that time, more power plants than needed were approved without a tender. Under the name of capacity charges, the Awami League government sent billions of dollars abroad for over 15 years. This was done by a syndicate of top officials in the Ministry of Power, Energy, and Mineral Resources, including the then Minister, Deputy Minister, Advisor, Secretary of the Power Division, and the Chairman of PDB. Among them, the main person was the Power Minister Nasrul Hamid Bipu. The godfathers of this syndicate were former Energy Advisor to the government, Tawfiq-e-Ilahi Chowdhury, and former Chief Secretaries Abul Kalam Azad and Ahmed Kaykous.
