One of Bangladesh’s most controversial and notorious army chiefs, Moeen, is described as impotent and cowardly.

The infamous former army chief, General Moeen, was the key architect behind the declaration of a state of emergency in the country on January 11, 2007, known as the 1/11 incident. He promoted a forged letter he had prepared as a “UN ultimatum” and forced then-President Iajuddin Ahmed at gunpoint to declare a state of emergency. He elevated his rank from Lieutenant General to General when there was no elected government in the country. General Moeen extended his tenure as the army chief for another year. He played a leading role in implementing the “Minus 2” formula. During the state of emergency, he illegally acquired at least 7,000 crore taka from the country’s prominent businessmen. Later, under direct instructions from India, General Moeen facilitated the rise of a fascist regime in Bangladesh through his direct support in the 2008 elections.

This impotent and cowardly army chief, on February 25, 2009, under India’s direct prescription and involvement, failed to take any action or resign after the BDR massacre, carried out under the excuse of the “Prime Minister’s orders.” Despite the army and all other forces being prepared with tanks and artillery to raid the BDR gate, he prevented all forces from conducting a military operation to rescue the officers and their families who were trapped in Pilkhana. As a result, one of the most brutal massacres in the history of East Pakistan before 1971 and independent Bangladesh after 1971 took place at Pilkhana, where 57 army officers and 74 unarmed individuals were ruthlessly killed. The impotent and cowardly army chief, without taking any immediate action or resigning, met with the main conspirator, Sheikh Hasina, and the perpetrators of the massacre on the same day in a negotiation meeting, where the murderers and their collaborators were treated to meals brought from five-star hotels. After the massacre, under the orders of the murderer Sheikh Hasina, he dismissed numerous officers who had protested. He even ensured that the investigation report conducted by the army was not made public.
