During his tenure as the District Commissioner of Satkhira from 2013-2016, Golam Sarwar faced accusations of widespread abuse against opposition party leaders and activists. Under his leadership, more than fifty Jamaat-Shibir and BNP activists were reportedly killed by police gunfire in Satkhira. There were also incidents of forced disappearances, arrests, and house demolitions. Intelligence agencies have initiated an investigation into these claims.

Golam Sarwar, while serving as the Chairman of Petrobangla, has faced accusations of massive corruption and illegal accumulation of wealth. It is alleged that he was appointed to this position after paying millions of taka in bribes, and Petrobangla was recognized for corruption during his tenure. He is also accused of involvement in transfer and recruitment trades, as well as embezzling relief funds.
