Conflict of Interest at the Top: Serious Allegations of Bribery and Irregularities Against Senior Secretary Md. Habibur Rahman in the Power and Energy Ministry

Md. Habibur Rahman, the Senior Secretary of the Ministry of Power and Energy, has faced multiple allegations of irregularities and corruption during his tenure.

He currently holds the position of Chairman in 8 different power and energy companies out of 31 total (15 in the power sector and 16 in the energy sector). Because he is overseeing companies where he also acts as a regulator, it becomes difficult for him to take strict action against any irregularities or corruption in those companies.

Each year, board members of these companies receive an unofficial honorarium of about 480,000 BDT (roughly $4,000), which is not recorded in any official accounting.

In the case of Titas Gas, serious allegations have surfaced. It is said that new industrial gas connections or pressure upgrades are not approved unless large bribes are paid. For a new industrial connection, the bribe can be 3–4 crore BDT (roughly $300,000–$400,000), while for a pressure upgrade, the amount ranges from 1.5–2 crore BDT (around $150,000–$200,000).

These types of irregularities and corrupt practices are seriously affecting transparency and accountability in the power and energy sector.
