General Mohammad Moinul Islam (retired) is a loyal and trusted follower of dictator Sheikh Hasina and Major General Tariq Siddique. After the BDR massacre at Pilkhana on February 25, 2009, he was suddenly promoted to Major General and given special responsibilities. On February 28, 2009, he was appointed as the Director General of BDR. As soon as he joined BDR, under the orders of Major General Tariq Siddique, he started destroying all the evidence, information, and records related to the BDR massacre at Pilkhana. He first destroyed all the CCTV footage and recordings from Pilkhana. Later, he disrupted the operations of various investigative courts and the interrogation cells established in Pilkhana.

As a reward for his actions, he was quickly promoted to General and appointed as CGS. He was also asked to prepare for taking on the role of the next army chief. However, in the end, he retired as a Lieutenant General. To compensate him, his younger brother, Atiqul Islam, was given the position of Mayor of Dhaka North City Corporation through two fake elections. He is a staunch fascist supporter of the Awami League and a strong opponent of the current interim government.
