During the period of corruption under the Awami League government, it seemed that all irregularities and corruption were justified for everyone involved in the mafia system. A major example of the corrupt mafia figure in Hasina’s government is Ahmed Kaykaus. As the Secretary of Power for the Government of the People’s Republic of Bangladesh, he disregarded the law and became a U.S. citizen. At the same time, he was also the chief secretary to the prime minister. There are allegations that Ahmed Kaykaus smuggled thousands of crores of taka to the U.S. He bought nearly a dozen houses there and also secretly established business enterprises.
Corrupt Ahmed Kaykaus destroyed the electricity sector. During his time, he gave licenses for 100 power plants without any tenders. The rental, quick rental, and independent power producer plants were given 1 lakh crore taka as capacity charges, which was wasted. Most of this money was looted by the Kaykaus-Nasrul Hamid Bipu and Toufik-e-Elahi syndicate.
In 2019, corrupt Ahmed Kaykaus became the Chief Secretary to the Prime Minister after serving as the Secretary of the Power Division. Even in the position of Chief Secretary, Kaykaus, Bipu, and the Toufik-e-Elahi syndicate controlled the electricity sector. Over the past 15 years, they looted nearly 2 lakh crore taka from the electricity sector. As a corrupt mafia figure, Ahmed Kaykaus broke the law again when he became the Chairman of the Energy and Power Research Council (EPRC). At the same time, he also became the Chairman of the Coal Power Generation Company, Bangladesh (CPGCBL), without respecting the law.
While Ahmed Kaykaus was the Chief Secretary, he allocated more than 1,000 crore taka for the 2nd Ward of Sushkradandi in his hometown, Patiya Municipality, Chittagong. Such an allocation is not even made for a whole parliamentary constituency.
As a reward for helping the ruling Awami League loot billions from the electricity sector, Sheikh Hasina appointed Ahmed Kaykaus as the Alternate Executive Director of the World Bank. After the 2024 elections, when the Awami League formed the government, rumors spread that Ahmed Kaykaus, the mastermind of corruption in the country, would become a minister in the second term. However, due to the anti-discrimination student movement and former Prime Minister Sheikh Hasina fleeing, Ahmed Kaykaus did not become a minister.
